The second is blinking, meaning abnormally high radiation levels. The final one is a blinking light with an audible warning tone. This signifies a large radiation amount, and that the area should be kept clear. A hidden teaser available only to the elite Sauna Club shows that the light is indeed blinking with an warning tone.
